Rupert Matthews beat Labour's Ross Willmott in the second round of voting by over 30,000 votes.
Rupert Matthews fell just short of the 50% of votes needed to win in the first round, getting 49.27%.
James Moore (Liberal Democrat) was eliminated from the race, and second preferences counted.
He replaces Lord Willy Bach who did not stand for re-election in 2021.
Labour had won the election in 2016 in a surprise result, with a strong showing from supporters in the City of Leicester.
This time however turn-out was higher outside of the city.
The overall turnout for the PCC election was 31.11%
